List recording configuration servers

OperationId:ListLicfConfigServers

Lists every recording server in the inventory with whether it answered, how many recording configuration entries it holds, and how many of those disagree with the other servers. Requires Super User or Super User Read Only scope.

One row per recording server in the inventory, whether or not it answered: a server that is down appears with config-server-reachable: no and null counts. The inventory is the servers running the licf application, or the hosts in NsLicfApiHosts when set, cached for 10 minutes, so a new server can take that long to appear and a removed one shows as unreachable until it drops out. The core server that takes the request is listed only when it is itself a recording server.
