OperationId:ReadDepartmentPresence

Lists the presence of every user in one department of a domain, ordered by last name, then extension. Returns each row's presence, name, department, site, email, and status message. Hidden users, the domain's own record, department records, and system users are left out. Rows are not paged; every matching user is returned. It answers exactly as GET /domains/{domain}/departments/{department}/presence/list.

Send last_update to poll: only users whose record changed since then are returned.

Any scope that can read the domain can call it, Basic User included. Reads may be recorded in the access log.

A department with no users, or one that does not exist, returns an empty array. Narrow the list with site.

Presence is read-only: any method other than GET on this path returns 405.
