OperationId:DeleteDialpolicyInDomain

Deletes a dial policy and publishes the deletion over the service bus (SBUS). The name resolves to the domain's own policy first, then to the shared one under * or admin-only.

Requires Reseller scope for a domain in its territory, or Super User. Office Manager scopes answer 403. A shared policy, one filed under * or admin-only, changes dialing for every domain, so any write to it requires Super User scope.

A 202 means the deletion was published, not yet applied. Only the resolved policy is removed; same-named policies in other domains are untouched.

A name that matches no policy visible to the domain answers 404.
