List dial plans in domain

OperationId:ListDialplansForDomain

Returns the dial plans a domain can use: its own plans plus the platform-shared plans, whose domain is admin-only or *. Requires Office Manager, Site Manager, Reseller, or Super User scope. A Reseller reaches only domains in its territory.

For the total, call /domains/{domain}/dialplans/count. To list across domains, use GET /dialplans.
