Add user blocked numbers

OperationId:AddBlockedNumbersUser

Adds numbers to one user's blocked-number list. Calls from these numbers are rejected before any forwarding or simultaneous ring is tried.

Requires Basic User scope or higher. A Basic User can change only their own list, and a Site Manager only the lists of users in their own site.

Send the numbers in phone-numbers-to-reject.parameters. Each one is added to the list, or updated if it is already there. Numbers you leave out stay on the list. A single number in place of the list is taken as a one-item list.

To pause or resume the whole list, send phone-numbers-to-reject with enabled set to no or yes and an empty parameters list. Every number already on the list takes that setting.

The list always belongs to the default answering rule. A time-frame in the request is ignored. A 202 means the change is accepted and applied shortly after. PUT on the same path behaves the same way.
