OperationId:ReadUserAvatarCount

Counts the user's stored avatars: 1 when the user has an avatar, 0 when not. It is a cheap check before reading the avatar.

Every scope that can read the user's avatar can count it, Site Manager for users at its own site only. Any other user returns 403.
