Creates a dial policy and publishes it over the service bus (SBUS). Send dialpolicy and description, and domain to file the policy under one domain.Omit domain, or send * or admin-only, to create a shared policy that every domain can use. Shared policies require Super User scope. A Reseller can create a policy for a domain in its territory; any other domain answers 403.A 202 means the change was published, not yet applied. Add synchronous=yes to wait up to 2 seconds for this server to show the policy: the answer is then 200 with the policy, or still 202 if it did not appear in time.A policy with the same name under the domain, * or admin-only answers 409: choose another name. The name may contain only letters, digits, spaces, ., &, - and _, or the policy cannot be addressed by path later. To create a policy for one domain, you can also use POST /domains/{domain}/dialpolicy.Add rules with POST /domains/{domain}/dialpolicy/{policy}/permission, or POST /dialpolicy/{policy}/permission for a shared policy.
