global, any reseller territory, or any domain. A Reseller may target only their own territory or a domain within their territory, and may never create a global notice. The server mints the notice_uid and sets created_by from your token; both are ignored if sent. The write is published on the internal event bus, so the response is best-effort: the controller waits up to two seconds for the stored row to return and echoes it; if it has not returned, the response echoes the accepted payload instead and the notice is still published. The response status is 200. End users do not receive the notice until the delivery node emits the notification rows.curl --location '/notices' \
