OperationId:GetPhonenumber

Returns one phone number in the domain: where calls to it go and its SMS assignment, if any. Every user scope can read the numbers of its own domain. A Reseller reads the domains in its territory, and Super User and Super User Read Only read every domain.

A number that exists only as an SMS assignment comes back with sms-only set to true and no dial-rule fields. A number assigned to a different domain answers 404.
