OperationId:UpdateSmsBlockForDomain

Turns an SMS opt-out on or off. Requires Reseller or Super User scope. A Reseller reaches the domains in its territory.

Only status changes. inactive stops blocking but keeps the record, and active blocks again. status is required.

The block must belong to the domain in the path; a block of another domain answers 404, as an unknown ID does.
