OperationId:DeleteSmsBlockForDomain

Turns an SMS opt-out off. Requires Reseller or Super User scope. A Reseller reaches the domains in its territory.

The record is kept with status inactive, so it still appears with status=inactive on a read. To block the pair again, create it again or update it to active.

The block must belong to the domain in the path; a block of another domain answers 404, as an unknown ID does.
