Marks a notice seen for the calling user. Also dispatched on PUT and PATCH; GET is not supported for this path. The notice stays in the user's list; it just stops counting toward the unread badge. The operation is idempotent. Any authenticated user may call it, and only for themselves: the user and domain that own the seen marker come from your token, and ~ in the path means your own domain or user. The seen state is published on the event bus and keyed on the notice and user, so it replicates across servers. The response is 202 Accepted.
