OperationId:SaveVoicemail

Moves a voicemail message to the saved folder: from new it marks the message as heard and kept, and from trash it restores it. A message already in saved stays where it is.

Every user can change its own mailbox, and Call Center Supervisor only its own. Site Manager can change the mailboxes of users at its own site, Office Manager and Route Manager any mailbox in its domain, Reseller and Route Manager Reseller any in their territory, and Super User any. The read-only scopes never change voicemail and get 403.

The move is made on the server that handles the request, before the response, and copied to the other servers over the service bus (SBUS) file journal. The call answers 202 and takes no body. .wav may be left off filename. A name that is not in the folder returns 404. voicemail-forward-new-destination is refused here with 400: forward with PATCH on .../forward. Only PATCH and PUT are accepted.
