OperationId:ReadDomainSetting

Returns the value of one setting in effect for a domain, with the tier it came from. Every user can read the settings of their own domain, and Resellers can read the domains in their territory.

Send effective=no to read only the row stored on the domain. That returns 404 when the domain inherits the value.
