OperationId:createUiExtensionAccessRule

Creates a rule that shows or hides an extension for callers that match it. Omitted scope fields are *. Requires Reseller, Super User, or Admin Super User scope. A Reseller must name its own reseller in reseller.

Returns 200 with the new rule_id. The rule is applied shortly after. Only one rule may exist for each combination of hostname, reseller, domain, and scope.
