OperationId:ReadVoiceUsageByUser

Returns voice service usage broken down per user, one row per user, for a time window. Requires Reseller or Super User scope. from and to are required Unix timestamps. Narrow the result with the optional domain, service_type, vendor, and reseller filters, where domain of * means no domain filter, and use limit to cap the number of users returned. This report reads raw events and cannot use the middleware's bucket cache, so the window is limited to 7 days; a wider window returns 400 with the upstream message window_too_large. Omitting from or to returns 400.
